Abstract: Based on the principle of runoff yield under excess infiltration, the soil infiltration equation and the curve of relations between runoff and sediment on different types of underlying surface are deduced by making natural rainfall, rainfall simulation and scouring experiments, and besides, the newly-increased water and soil loss caused by the exploitation and construction projects in Wulanmulun River Basin is analyzed and forecasted, and the forecasting model for such regional water and soil loss is established. The results show that: 1) the river-received amount of the debris from construction makes up 67.09% of the total newly-increased water and soil loss amount; 2) the key point of controlling the newly-increased water and soil loss is to properly treat the debris generated from coal mining
